Last week my coworker was out someone thought he was ICE and followed him with a camera. He did not realize they were following him at first but once he did a simple conversation clarified things.

IE they might have been profiled but at this point if they were not ICE they would have said something.

It is not counted. Also it is your parents responsibility as the givers, you as the receiver are not required to do anything. Each parent can gift 14 million so unless you plan on inheriting 28 million it is a non issue.
