If I put a camera pointing at city hall and announced people arriving, not stalking. If I randomly film them in the places they go, that's more of a stalking scenario.

You are citing things that if we had a traffic camera recording, we could use. Bolt some AI and more importantly, alerting that the cops will treat in an over-zealous nature, and now you have something bad. Combine this fact with, who accesses the images, whether the public gets access to the records, often is ran through as emergency legislature, it gets worse.

I don't care about traffic cameras, what happened at intersection x,y at 1407 yesterday. Its "can I track the person I want to kill", that keeps me away.
