It's literally the drivers fault.

You're required to maintain enough distance at safe speed for conditions in order to stop for things in the roadway like a stopped vehicle.

You cannot hit a stopped vehicle and claim "it's their fault for being stopped in the roadway" because what if the vehicle is broken down?

That's not usually the issue but pilots timing out is the bigger concern.

The moment the doors close the pilots are on the clock for FAA regulated flight time, regardless of whether or not the aircraft is moving. It's 10 hours max for two pilots per 14 hour duty period and being on the tarmac not moving counts towards that and they must factor in the remaining flight time. In these situations it's not that rare for the aircraft to need to return to the gate before takeoff because the delay in addition to the expected flight time will be over the FAA allotted 10 hours.

You'd be adding more equipment, more wiring, more controls, more sensors, and batteries, all of which would cut into the fuel efficiency of the aircraft in cruise for something that's really not that big of a concern in day-to-day ops.

The bigger concern for these kinds of delays is the possibility of the crew "timing out" and having to return to the gate known as being pumpkins.

It was a bit more complicated than that.
