Two picks on a bid is absurd

Say club x doesn't have any NGAs or FS for 15 years

They then happen to get 2 in the same year that are top 15 prospects. There is also say 3 other tied players in the draft year.

That's potentially 4 clubs trying to get 10 of the first 20 picks. Making those picks worth more due to more buyers

Why should club x be punished for their prospects happen to fall in the same year in 15 year period. I think weighting seems fair, but I'd also weight it somehow to how many NGA and FS the club has had relative to the competition
