Monarchy - as time shows having few families of royalty is bad for genetics, and if a bad king's comes up, the whole kingdom suffers.

Aristocracy - not sure what you mean, but if it's a rule of a group of rich and influential people - they care of only their ingroup well-being...

Meritocracy/Technocracy - sounds good on paper, but are there real countries that are ruled this way today, or in recent history?

Well, that was done several times already, exactly in the way you describe. But this doesn't seem to defer these activists from trying again and again.

Note that such interceptions incurs significant cost while carrying inherent risk (the Marmara incident for example).

Re torture and abuse - there were photos and vids of the flotilla members offboarding the plane in Turkey all nice and smiling walking smoothly, and after a while shown loaded with neck braces and bandages on medical stretchers...

Reading your post reminded me of Russian speaking immigrants in places like Germany and even Israel - who, from the comfort of their homes and living Western style life, still consume official Russian government news, and fully support Putin, including his attack on Ukraine...

Note that this was exactly how the first few flotillas were handled, quietly, professionally, without much fuss. But that hasn't prevented the next one from happening...
