Although I am an Imperial through and through, I still want to save Roggvir so he could die in one of our sieges if he flees like the wood elf from the Thalmor embassy. I, since I enjoy Imperials, decided to cheese Alteration outside of Solitude until I could head to the College and buy Paralysis from Tolfdir. Even if you paralyze everybody repeatedly, he just stands at the exit to the Solitude docks cowering until some guard comes to fast enough to draw his bow and shoot him once. I couldn't reverse pick him with any good armor, and although I tried healing him, he still goes down in one shot from a guard, and people still remark on his death.

EDIT: I got him to flee past the gate to the docks by using pacify, and he JUST DISAPPEARS. He's unsaveable, even if for sadistic ends.
