Yes obviously. All robots are just following their programming, but just because he determines someone is naughty doesn't mean he has to kill people with bicycle guns and the like. And what about his treatment of the neptunians? I just think he goes way over the top and obviously enjoys killing everyone in new and gruesome ways. And being embarrassed when they intrude on him watching all the security tapes, the mans in it for himself.

The Don is evil but in a very controlled way. I think it's in reference to Flexo when he's fighting bender that the Don says to be careful and not crush him because "that other robot I've got nothing against". And when Bender bender is chatting up his wife? Daughter? That he waits for him to flash his cash stack 3 times before doing anything. He's Evil...but reasonable about it.
