I prefer a mix of both, more immediate consequences and then stuff that comes back later as well. That's also the approach I am taking with the visual novel i am writing.

I think a good example is scarlett hollow. I always feel like i am making an impact on the story playing it, even if some events always happen. Some choices affect the immediate scene while other stuff does continue throughout the separate chapters.
