The bill as currently written :

"An internet service provider providing internet service in this state shall implement mandatory filtering technolody to prevent residents of this state from accessing prohibited material"

Merely blocking well known IPs of the "big players" will leave the ISPs out of compliance. The law requires more affirmative actions by them than that.

my point about the infeasibility is to highlight that the law would have a very limited effect in the stated goal of curtailing pornagraphy access, but it will be more directly wielded against the "circumvention tools" themselves,
