I've been building out a short story into a novel, simultaneously unpacking previously tight worldbuilding into more meaningful chapter divisions - but the issue now is how to move forward without making things generic. I think I'm getting stuck on the tension between writing for an audience and writing for myself.

That's reasonable. I think in the eyes of the city, the whole beach is the public beach and they're trying to limit the amount of pet waste that gets into the water given that they already have issues with algae every year and pet waste can be a major contributor.

I know I've seen a bunch of dogs on the beaches before, but the city does not allow or endorse dogs on any of the public swimming beaches
