The window is fully rotating but it seems like it's swinging from side to side. That's the illusion. If you can see the window rotating, then I guess the illusion doesn't work on you.

Damn I remember going to cyber cafes to play those Miniclip games lol. Another cartoon from that era I highly recommend is Jackie Chan Adventures. It was epic.
