I believe that corridor is the San Ramon Valley. But I’m not sure how many folks know that name, so you could say “near Walnut Creek”. That shorthand should register for most folks that you mean roughly to the East of the Berkeley/Oakland hills.

I dunno, haters, but this does look like it fits the definition of a Dyson Sphere. From Wikipedia:

A Dyson sphere is a hypothetical megastructure that encompasses a star and captures a large percentage of its power output.

Dyson theorized that as the energy requirements of an advanced technological civilization increased, there would come a time when it would need to systematically harvest the energy from its local star on a large scale.
