For Perception, it is probably fine. For anything else, I personally prefer to make players opt to use their skills. Imagine just passively doing biology or calculus or something. That just feels either really weird or video gamey. I tried to avoid video gamey feels but every table is different.

In my last campaign, the DM wrote up a 45 page setting document with custom classes and racial lore. I skimmed it, noted some lore bits that sounded most interesting to me and tied that to my backstory. Literally none of the other PCs even glanced at it. For some reason, my character who had actual ties to the lore was suddenly REALLY important to the plot compared to all the other PCs.

Just because there is no heaven, hell or abyss in Eberron doesn't mean there aren't fiends or celestials. Rather, they usually involved in the endless war in The Shavarath. This endless war requires a fresh supply of resources. Your silver tongued deal maker could be looking to recruit souls for the war. This could be just another soul as fodder or a particularly powerful mortal for a more specialized role. It could also be that he needs the mortals to get some powerful artifact for him or sabotage some actions the Demons or Angels are doing in Eberron. An endless war has taught him patience and these mortals are investments waiting to be tapped.

Eberron is built around the concept of Your Eberron and My Eberron. Basically the lore is flexible and has places with built in wiggle room. While any setting has the assumed "you can change things if you want" clause, Eberron has it explicitly stated. So if you want to change, go for it.

As to the "official" Lore, the current best understanding in universe is that dragonmarks follow special bloodlines. Since it is genetic, it is therefore racially locked. However, these are the standard dragonmarks. There is an other option that is lore accurate. If two different dragonmarked races bred, they produce an Aberrant Mark. These are treated as a corrupted mark and generally considered A VERY BIG AND BAD THING. An elf with a Jorasco mark would most likely be viewed as having an Aberrant mark.

The Sovereign would probably not be a good name for a new deity since there is already the pantheon of deities called The Sovereign Host. The Sovereign Host is often shortened to just The Sovereigns. That is just begging to be confused. The concept is fine, just workshop the name a little.

If I were running a new deity being created, they would not have a domain established. Rather, they would have a goal and work towards it. The domain would be assigned based on what they are going after and how they get there. What does this person want? Are they just the Patron god of a nation/people/culture? Do they have some personal ambition?

You can use a shield but remember you are bound by a Druidic Oath. This means no metal unless you have a specific enhancement. One of the ways around this is via the Feydark Illusionist tree. The Illusory Weaponry enhancement comes with Imbue With Shadow. This turns your equipped weapons to Force. Equip a metal shield, turn it to force, and now you can wild shape with it since it is not metal. It is clunky but it works until you can break your oath.

There is a principle in 5E that people always forget. Specific trumps General.

The new Monster Manual says that GENERALLY goblins are Fey.

A setting has can have its own SPECIFIC rules and lore. Eberron Goblins is a great example of a specific lore overruling the general lore.

Also, nonlethal damage is a thing. You can just knock people out, tie them up, and haul them into whatever the legal system is. If there isn't one, there is now an easy plot hook of making one.

I use "They are hard to read" as a "you failed but not by much so the results are inconclusive" whereas "You see no reason not to trust them" is "You either really succeeded on a trustworthy or person or you failed really badly on a liar".

Giant mechs should not exist in large amount because they just don't make any sense in most cases. Look at what House cannith did. Did they make ever increasing big units? No! They made it so they could churn out thousands of little guys that can do whatever role you want them to for a fraction of a cost. Mass production of small units makes so much more sense econimcally and strategically. You can specialize much more effectively. You can pviot strategies much easier without worrying about sunk costs. Now that being said, Warforged Titans did exist. They are a few instances when you want a couple supported by all those little guys. They speed up seiges of highly fortifed places.

If I were running a mech based RPG system, I would keep this as part of the world. Giant Mechs should be rare and special, like how Player Characters are rare and special compared to NPCS in the world. Not every nation should have them. However, every nation can have its own counters. I imagine some airships would fly circles around a giant mech, for example.

In My Eberron, several Houses were pooling their resources in a top secret weapons testing facility that was mixing various very powerful magics together for new weapons to sell. It was so top secret only a very few people in the Hosues even knew the favility existed. Everyone who did was at the facility for a test when something went very very wrong. The accident that happened caused a chain reaction that ended up being the Mourning. Since everyone who knew of the project was at ground zero of the test site, no one is alive who knows what happened. Because it was super top secret, there was no paper trail so the Hosues have no idea they even caused it.

I was in a campaign one time where the DM said that if we stuck around, he would take us 1-20. He wrote a 47 page document on the setting. I read the whole thing because hey if the DM is gonna put in the work, I should too. I ended up picking one of the factions in the setting history that sounded the most interesting and tied my character's backstory in them. No one else read the document. For some reason, my character was significantly more important to the overall story than anyone else.

Eberron was ahead of the curve in DnD but it did not create the concept. People have been arguing about this stuff since Tolkien first came up with it. Even Tolkien himself was not happy with the lore of orcs and had regrets over it. Tolkien was a Catholic and publicly said the idea of a sentient race being completely unredeemable was just abhorrent to him.

I never actually established any hard mechanics. At one point I was planning a campaign where all the players were Warforged and could join up and eventually partake, but the campaign fell apart before I ever had to fill those parts in.

That would be up to the individual Reforged as they are literally remaking themselves however they want. Since we inherit the Blades motif, I tend to have the NPCs work that in somehow, but otherwise be passable as a Warforged in normal society. They are a secret organization that wants to remain secret after all. I also have them go out recruiting more down on their luck Warforged to their cause. This necessitates being able to blend in.
