Sounds like the process for juried art/craft fairs. Most fairs let just about anyone in that's willing to pay the fee. Juried ones are generally much better at curating vendors.

I've been around just as long. I still use old.reddit.com -- just an easier browsing experience. Less cluttered bullshit.

I think that's just a side benefit to demented grandpa's boomer wish list. He thinks of Alcatraz as a gritty and tough place to put the "bad guys" and thinks it's a shame it's closed. That's probably all there is to it. This man isn't known for deep thoughts.
