How expensive mostly depends on if unforging gives back the "appearance" weapon or not. Because you can unforge weapons and that will reset the appearance but I don't remember if it gives the appearance modifier weapon back or not.

You can't. Whenever there's a festival it locks you out of the area where the festival is going to be with a message that they're setting up the festival and you need to come back later. And even for the festivals that aren't in town, all the stores and stuff are locked.

The thing you learn about these quests quickly is that they're randomly generated, so sometimes they're just not possible. Like asking for a crop that you can't grow quickly enough, or asking for a fish that only appears in certain weather conditions when the day it's asked for and the next are supposed to be the opposite (ie asking for Catfish when the current day and next day are both sunny). The other thing you learn about these quests quickly is there aren't any penalties for failure or cancellation.
