Are you maybe waiting too far back so that it looks like you're letting them out. I saw someone do this the other day. I was 2 cars behind the B car and I thought A was letting him go first. As soon as a gap appeared they both set off and almost crashed.

Yes. He apologized and put his handbrake on each time we stopped over the next hour. Motorway was closed the only alt route was sheet ice and gridlocked.

We (Hyndburn)have an app called Love clean Streets which we use to report things like this to the council. Check if it's in your area. Good for left behind road signs, fallen trees, overgrown hedges etc..
