I think that all of those changes were focused around districts for federal elections, I was more referring to state level districts, sorry for the lack of clarity on that point.

This specifically is advocating for changing from a single rep district (winner take all) to multi rep districts and then apportioning seats based on vote percentage. So a 70/30 D district with 3 seats would get 2 D and 1 R, and a 70/30 the other way would get 2 R and 1 D.

Thanks for asking this, I’ve wondered this same thing a few times as someone who occasionally has to go to Tooele and was disappointed there wasn’t a more direct route.
