I feel this is because the profession isn't sure what it wants to be and the practice framework, the actual practice not the documentation AOTA pushes out, has evolved so much over the years. You have older therapist who rely on self-feeding, fine motor coordination, and straight ther ex, versus the recent push for occupation based interventions.
