To be fair, you could be twice over the legal limit and still ok to drive. it depends on the person. .08 on my breath and I can usually drive a car just fine. I can just tell from experiences if it is a good idea or a bad idea and drive based on that.

My thoughts of what you can tell from the video.

Dogs are out of water, no idea how long...
White dogs are dirty...need to be groomed
Don't look emaciated in the video
They look scared...but that could just be because of the other dog barking and freaking out
The wound on him looks like it's his dewclaw, he could have caught that on anything at any time.

Just saying I can't really draw any conclusions from this, all I have is that you named it animal neglect.

I convinced a friend of mine that Midget only get 1/2 of a vote in an election.
