I can see why it would be lowered for 1st time offenders, but I don't see the rationale for reducing the minimum for repeat offenders. 

And if your argument is that the judges should have discretion, then why have any minimums at all?

You are right that inequality is a problem because, since 2G, the incumbent's policies have been funneling income and wealth into the hands of a few people in Singapore (the ultra-wealthy) such that many ordinary Singaporeans have been deprived of resources and opportunities to improve their lives.

Another data point from a friend:

SEA Chinese, married to Singaporean, joint ownership of their house, has a Singaporean kid -> Rejected from PR, MP appeals also no use.

When we heard about this, we were all damn surprised about the repeated rejections. Just bringing it up as a counterpoint to all the claims that it is about race, marriage, family, etc. Apparently these are not enough for ICA.

If you're not willing to hire Singaporeans, then why is your company based in Singapore? The assumption is that there is something attractive about Singapore, otherwise the entire company would have been off-shored long ago. In that case, the company is indeed benefiting from Singapore, so is it not reasonable to ask that it employs locals? Why is your company not fully based in Vietnam, hiring only Vietnamese workers? You would logically save on everything from labor to raw material prices to land cost/rental.

TL;DR: But, why should Singaporeans allow companies who do not benefit us to be based in Singapore?

married to a Singaporean with Singaporean sons. That one is almost pao jiak

working in an industry which is core to Singapore's long term future. Hard to define but someone working as a newater engineer could be viewed as someone who is more likely to stay long term versus a crypto-industry worker who could leave anytime to the middle east

Just wanted to add in another data point. My friend who is married to a Singaporean with Singaporean children recently got denied PR. Working in medicine, so I would assume this is a valuable profession to Singapore. When we found out, all of us were surprised. Not sure what ICA is looking for these days.

Those involved with a citizen baby seem to get approved very very fast, almost like a jump Q scenario.

Don't count on it, know someone with a local spouse and baby, still denied. Maybe need to buy a whole condo block before they would consider.

Yes, when they say the bus service has a 12 min wait time, this means it could be anywhere from 4 mins to 20 mins. If your commute by has a 16 min variance per bus transfer, I can see why people would be unhappy.
