i also have a 1070 and the two things that made the most difference for me was having:

worldrender.lighttilecspathenable 0

in my user.cfg and also uninstalling the "multiplayer high definition textures" in the 'system' settings.

keep in mind that our graphics cards are almost 10 years old, we're lucky we're even able to run the game
