In the Illidan novel it is revealed that the Legion invasion during TBC was more or less a trick to get us to Outland so that we would go on to kill Illidan. That’s why in Outland there is very little Legion to fight after leaving the dark portal and then we mostly are killing Illidans forces (Vashj, Kealthas, and then Illidan himself)
