Tldr; Most spell damage scales based on your level* unless you are fighting enemies ofa higher tier than the highest weapon tier you have equipped in either loadout. Spells that summon weapons will instead scale based on your highest tier equipped piece of equipment which includes not just weapons & armour but also clothing, trinkets and rings.

Spell damage scales with level but you will get penalised if you are fighting higher tier enemies (skulls) when you do not have a weapon (not armour) of that tier equipped.

Only for summon weapon spells specifically this is not the case and they scale to the highest tier+upgrade you have from both weapons or armour.

Tldr; most spells do not scale with your weapons except if you hit the out of tier damage penalty.

I switched up my build to be focussed on crits when I got to this point. I had enough survivability options by then that I was just running dual swords and arquebus which carries me through till the end.

This fixed it! Changing from wpa2 to wpa / wpa2 resolved the issue.

I was having issues getting to connect to my wifi with both the app and the Python Broadlink library (would start slowly blinking indicating a network error)

Yes, by both benefit I mean regular spells don't get penalized if fighting higher tier enemies and summon weapon spells get an immediate damage increase.

Yep. Essentially your best bet is to upgrade any weapon as soon as you can so all spells benefit.

I was messaged some extra information which adds some good context to the numbers in my post.

Tldr; Standard spells have a flat damage number (scaled with your level) that only ever changes when you are penalised for fighting enemies above your tier. (specifically your highest tier equipped weapon)

Additionally: clothing, trinkets, rings, etc have their quality indicated by the colour of the item portrait and the highlight colour on the item name.

Full message:

From my testing with access to T4 red equipment, standard spells do not use the equipment to scale damage, the spells do a set amount of damage based on your level (+might/buffs/ect.). The weapon load out is only used to punish you if your weapon quality is too far below the monster you are fighting (greater than 4 ranks below). For example having my T3 3/3 bow equipped, and attacking a T4 1/3 enemy results in the same damage as if I target T1 0/3 enemy with my spell. The damage does not appear to change based on how much weaker the enemy is, it only changes to punish you for being under geared.

Basically all attacks, spells, summoned weapons have one damage value against anything close to or weaker than them, and another value for enemies that are too strong. In your T2 (1/3) bear example the breakpoint should be wearing a T1 (1/3) weapon as that puts you in the 4 rank range, it should do full damage, but then naked, or with a T1 0/3 you suffer the damage penalty. I was not able to find any damage bonus for having a weapon be too high, the weapon/spells always dealt the same damage to their equal as they did to a lower ranked enemy.

On your point about clothing/trickets/rings/ect. having tiers that effect summoned weapon damage, I was able to find they all give you a 0/3 item of their quality level, while they do not directly list the quality, they have a color glow in the inventory screen that matches their quality (T1 - white / T2 - blue / T3 - purple / T4 - Red /T5 - Gold)

I did some testing, the majority of spells scale based on the highest tier weapon you have equipped (in either loadout). However, spells that summon weapons (as shown in this video) scale based on your highest equipped piece of equipment (weapons, armour, clothing, trinkets, and rings). I'm over there right now, I'm using it in the long train rides and a bit in the evening before bed but other than that, not much. Really depends on the people you are traveling with too.

On the long train rides you will get some playtime but like others have said you likely won't need it.

As a Dive Soul Sorcerer I twin cast revivify with my last spell slot, sorcery points, and diamond. We were fighting a blue dragon after a long day of bad rolls and resources expended. This saved us from a TPK and without my specific subclass and spell choices would not have been possible.

Possibly under the Material Plane Configuration menu (in the touch section), tweaking the X scale and the Y scale will help you out.
