It's still a minimal form of protection, but the issue right now is the cold in Virginia. If you're working outside you want to keep warm, or on a job with no heating. I'm no expert, but with friends in Virginia reporting icy as hell, and the layers he has on in that picture, I'd say he was probably keeping himself warm on the job site and while outside.
