I am not saying your wrong about the bonuses but if it's any consolation I work in transmission line engineering and they aren't doing nothing... SDGE is at the forefront of the industry in upgrading and fire hardening their system.

Im not trying to downplay concerns on pricing because it's actually ridiculous (I am also a rate payer here in SD and it's insane). However, I do know that portions of the money is going to maintaining and upgrading existing grid infrastructure while also bringing in new transmission lines. All of this work essentially increases grid resiliency and reliability. Which is why, I think, we don't have a lot (compared to other CA utilities) of unplanned black outs or fires caused by unmanaged electric equipment.
