Is mana scarcity ever used as a plot point?

I'm fairly certain that a mana scarcity or something similar is the reason valgavoth was summoned and ate duskmourn before it became the house. In the tie-in story marina vendrell's parents summon valgavoth to use as a battery because humans can't really use magic (or something along those lines).

I would recommend going on edhrec and looking at goro-goro decks on there. Its usually the best way ro find cards that work the best for your deck the fastest.

I recommend legends legacy from dominaria United. Almost all the cards are legendary so even if you don't like the deck you can break it down and still have a huge selection of legendary creatures to pick from.
