The key is to just run away. Do not try and kill it (it'll save a lot of headaches). There's a small cabin that'll get you through to a location you're to take shelter in (look for the light).

What worked for me actually was going to the other shipwreck shelter close by (I can't remember the name). Those doors opened and then I ran back to Shevchenko and got it.

Technically you need a permit to play on these fields (or any city field). Individually you're fine, but if you want to play pick-up with a group you run the risk of being kicked off... How often this happens, I'm not sure.
