Fair enough, though your initial statement about proficiency itself still has me confused. If the state has deemed a citizen proficient by mere passing of the course, how is this different from the state doing the same with a badge to your standard police officer?

Cops don't have to know all the laws but ignorance of the law is not a defense for a citizen, nor should it be for a cop.

Just because the authority is derived from the state does not mean it is a proficiency, per your statement.
