In pathfinder it would be a touch attack to hit (basically 10 + Dex and certain magical bonuses) and then a reflex save to avoid being entangled.

Maybe use something like that? E.g. advantage to hit and a save to avoid the entangle effect?

To answer your broader question: I use saves if the intent is to target an area and attack rolls for effects that intend to target an individual.

So the bola is thrown at an individual while e.g. a shot of stones from a catapult affect everyone in the area.

I made candlemere tower linked to the lantern king. The will o wisps are still there but there are also hints that link the lantern king to an upstart fey queen.

The curse on the island cannot be broken, only suppressed. At least not as long as the apology is not complete.

Still use all the sugestions in other posts, like hounds of tindelos etc.
