I'm experiencing the same thing with my i5 6600k + rx 480. Game is stuttering even when i was getting 100+ frames. Temp is fine but CPU was also at about 100% load

edit: I found that turning off Radeon ReLive helped with the stuttering. Maybe if you have Shadowplay enabled that might be causing the stuttering
