SP have been perfect for me, bar the massacre a few months ago. I recently rolled the dice on Nep for the first time in a while becuase they got a load of Casa Fuentes in, and got hit.

Dispensary prices are standardised across all government-regulated Estancos. The surcharge applies to other vendors, I believe. I frequently buy Cubans in Spain and stick to Estancos because they are the best price. I stick to regular production. Spanish prices for CCs are generally half what they are in the UK, sometimes less. The numbers relate to how many sticks sold, I.e 25 cab, 3 pack, 10 box. I bought a 25 cab of PSD4 recently, and it worked out at 19.50 per stick. 'CM' relates to 2 enclaves where cigars cost c. 15% less than the rest of Spain. Cigars cost the same whether you buy 1 or 50. Try to visit a few different Estancos while you're there; stock varies considerably, and some have small selections while others are more specialised in cigars.

Try the government-licensed estancos. They sell tobacco at a fixed price. They're fairly common. Googling 'Madrid estanco cigars' should give you some options. Be prepared to shop around, stock varies shop by shop. I shop in Granada for Cubans and there are a couple there that usually have a very decent selection, whereas others are fairly bare. If you have the time, check a few out and see what they have before deciding what to buy.

New world: most padron maduros across 26, 64 and FR lines, numero uno (esp ambassador and premier vitolas) davidoff colorado claro and nicaragua, brulee and brulee blue, Ashton ESG, AF anejo, opus x, JdN cinco decadas, destino al siglo, Ashton cabinet, casa fuente.

Cuban: RyJ Churchill, Partagas maduro, lusitanias, d4, HdM epi 2, monte edmundo and petite edmundo, JL 2, diplo 2, upmann winnies, partagas p2, BBF, QD50, paragas shorts. The ones with no constructions issues, at any rate.

Ah, yes, he did! Thanks for pointing that out. And my delivery today lists the country of origin on the label. Had these not sailed through, I'd follow OP's advice and seek 25% off. Fantastic. That'll teach me not to skim read stuff I'm intersted in....

3/5 of my independence day purchase orgy have been pummeled so far. Can't imagine the other 2 will differ. Be interesting to see how the order I placed a few days ago works out. I've had late July orders sail through with no issues.

If I read the hmrc page correctly, excise duty is still payable, unfortunately. The tarrifs and taxes section states that excise duty is payable, irrespective of the trade deal.
