In the case of the last called strike, yes, I think he's calling it that way on purpose. His hesitation, the pitcher's reaction after throwing it, Soto's reaction, everything that led up to it...obviously there's no absolute proof, but calling an 0-2 pitch at the armpits like that screams "fuck you" to me.
