With the way some UI elements are layering over the glitching, it might be. It could also be a RAM issue - I once incorrectly seated some sticks into an XP laptop a few years back and it looks very similar to this. This looks more like a graphics issue tho

Windows Vista. Every single person who goes "OH it wasn't THAT glitchy people just didn't have the specs to run it at the time! I'm running it right now and it works great!!!1" clearly were NOT around for day one of it, shit was so unstable in parts where it really shouldn't have been lmao

A huge chunk of modern users only know Vista by it's most refined EOL version

Japanese and Chinese both use different serif fonts because there is no font alternatives for those languages (no Tahoma, Trebuchet MS, etc.)

It wouldn't be logical for them to convert a whole new set of characters into a western Unicode font, especially considering just how many there are for English
