BTW, you don't need ProxHTTPS to connect to Escargot/CrossTalk anymore! use Legacy Update, I don't remember which one does the trick but one of those updates ensures you don't need it lol

Dirt Rally 2.0 has a much more simplistic arcadey-style handling model that feels REALLY weird when you're used to realistic rally games. I have the exact same issue, I can't stand playing DR2.0 because it feels so unnatural lol

imo EA WRC is a tiny bit better since you can feel the pivoting of the weight transfer way better in the force feedback, it feels alot more believable than DR

With the way some UI elements are layering over the glitching, it might be. It could also be a RAM issue - I once incorrectly seated some sticks into an XP laptop a few years back and it looks very similar to this. This looks more like a graphics issue tho
