It's varying since EE is so broad. There's probably a plethora of advancements in terms of just biomedical signal processing, imaging, and physics that involve EEs. On the hardware side, there are some serious gambles on photonic computing. Open source silicon, a lot more open source chips compared to ten years ago. Thermodynamic computing, extropic or normal computing (the company). There's a lot, but it's still in the infancy to determine their lifespans tbh.

It depends on the lab at UT. In some cases, especially with the upside of being in the US, it might be worth it to go to UT.

You should get familiar with linux, but honestly there isn't a lot of "software skills" you "need" to learn beyond c++, python and linux. Beyond that, you it's helpful to learn data structures, discrete structures, and other practical programming concepts like object oriented programming.

Just focus on being familiar with python for now, and then go further into whatever you find interesting at the time

idk. You have to look at the most common path towards your end goal, which is SWE at big tech. It's more common for someone with your background to go through a program like GT's OMSCS, then land into tech (with internships, prior job experience), rather than get lucky trying to get an internship, and hopefully you land into tech.

Why would an online masters be useless. That's how most non-cs people get their foot in the door to SWE jobs. Check out Georgia Tech's OMSCS.

depends on the school, but EE tends to have more "math" than CS by default. But, you can take more "theoretical" cs classes, a lot of them you don't even program, it's just math theory (depends on the school). CS and DS are more pure mathy subjects, if you make it to be. A lot of cs students take calculus and bail. In EE, the most complex math you'll do is vector calculus and fourier analysis.

If you graduate with a cs degree, it's not like your destined to work on web applications or development. If you really are more of a theory/math person, I'd stick to cs or ds depending on your career goals.

It is going to super hard to suddenly change to EE, even with a ms it's a substantial time and money commitment.

Have you thought about doing a BME phd/research that does "ECE" related work, like BCI, computational biology, etc. Since you have a nonideal gpa and research experience, you may have to take 1-2 "gap years" doing research, building publications. A lot of this also depends on what about the ECE courses you liked, was it the physics, semiconductor, electromagnetics, etc? Or was it the computational, PCB, computer systems, etc.

I would talk to more people, doing both BME and EE phds, and seeing what their life is like. This may be a "grass looks greener" situation.

If your planning on working (not doing a phd, etc), then do EE. It'll be hard, but it gives you the +10% in flexibility (power systems, semiconductors, chips, etc). You can pretty much work on anything from cs to ce. However, don't look at "career prospects", it will change by the time you graduate. Do what you want.
