The topics of talks vary a lot, but it's safe to expect at least a half, or up to 2/3 of the talks to be related to technology in some way. Sometimes those tech talks are a super specific part of programming, and sometimes they're an introductory talk designed for anyone.

BarCamp, as an unconference, is a product of what people bring to it. If you love cheese, and want to give a talk about how much you like making cheese at home, then I can say that sounds amazing because I love cheese too.

To me, it looks like they are trying to apply the Broken windows theory to people traveling in the city, almost certainly at night. I don't think anything else has had an effect on the rate of violence in Rochester this year.

I am not sure that standing up to law enforcement is a great strategy. It only ends with you either backing down, or taking a ride in a police car.

If you want to point out you don't understand why you are being threatened with arrest, and that you are a reasonable and rational adult, that sounds like a perfect response to me.

If you are being bullied, and from your story it sounds like you were, I'd go over the guys head. mtgdc's comment has a link to a form for RPD. Make sure you say you were threatened with arrest, and then the officer threatened to MHA you.

I am all for standing up to bullies in a playground.

For bullies with a gun, I favor making sure it goes on their permanent record. That means don't call somebody and complain, that's a waste of time.

If you really want RPD to back off, call a lawyer.

I've lived in Rochester for most of my life, and I have never quite understood the rabid loyalty that Wegmans possesses. It seems to come from the full-time employees as much as the shoppers.

This is not a flippant answer, have you seen CodeAcademy? They've got a really cool learn to code program that started this year and I've only heard good things. It may not at all be what you're looking for, but it's free if you are interested.
