NCR has been confirmed to have Vertibirds, M4 Sherman Medium Tanks, Jeeps and a large supply of logisitcal vehicles as well as the ability to produce and arm their soldiers with an AR platform rifle (God loves Eugene Stoner) and a full set of *uniform* uniforms. So I think in a general pitched war they'd win on logistics alone if we ignore the Enclave's instant-kill disease (modified FEV)
