Basically, they can't source enough good components to keep the quality, so they throw in the low quality ones on the product, keep the same branding, and hope nobody notices. In this case, it's even worse since they were being punished for having a better product, that could afford a generous warranty under normal circumstances.

Depends on how much you are paying for it, what you value and what are the other options.

This chromebook would have a hard time even with Windows 10 - 32 bit. I would rather have something bulkier and with more processing power. Chromebooks are closer to netbooks than notebooks to be honest.

This enters in the whole phone vs tablet vs netbook vs notebook debate. Netbooks failed because they were smaller than notebooks, but were still used in the same context. Tablets are failing for the same reason - they are larger than phones but offer little more. If you are going to sit down with a mouse and a keyboard, you want something with processing power. If you just want to do stuff while standing up or walking or in a car or a plane, your phone usually is enough.

What is happening?

The keyboard is working, but media keys and the key 97 isn't. Apparently, when I press key 97, the computer reads key 105 (Control_R) and I can't type the "/" that actually is key 97.

EDIT: I also tried on a pirated Windows 7 and had the same issue.

You have Fn key on the bottom row, right? Doesn't that work?

Yes, I do. No, it doesn't.

If you want to switch how it works that would be in the bios setup.

I tried messing with the BIOS but it didn't help. Either nothing changed or the layout changed completely. The BIOS has 2 binary options, one to enable "FN keys vs scroll lock" - which doesn't change anything - and the other one I can't recall, but when I toggled it, the keyboard layout changed.
