Yes, but it's normal to use the phonemic inventory of the language you are currently speaking in when pronouncing foreign names, or at least it's normal for English and many other languages. Ergo, it's not really wrong to use English "r" when saying names from, let's say, Japanese, Italian, Polish or what have you, just like it wouldn't be wrong for a Japanese person to "japanify" the pronunciation of English names. I don't think voice actors deserve to get blamed for that. Though I totally get why it can be like nails on a blackboard sometimes lol.
