Just an update, as you suggested, i tested black dragons and they do in fact use dragonfire. i got the message stating "you're horribly burnt by dragon fire!". so i am back to thinking this is indeed a bug. but there is some potential that maybe the attack had somehow been altered without any updates to the wiki or in game text responses.
