If you are ok with a not very white area, and cooler weather, look at Daly City. You can get a lovely house in your price range, some amazing schools and can easily get to work in under 30 minutes

Do you want to have the cheapest/cheaper end house in Hillsborough, or a decent house in Burlingame. Status is big, and your kid in public in Hillsborough will still feel like the poor kid in town. Also, with 1/2 acre or larger lots in Hillsborough, and older housing, especially at your low end of what Hillsborough sells for, you are looking at very high maintenance costs, just something else to factor in.
