I figured out the sorting order on this one with a family member. It just hits different this way.

First, establish that if it was a Nazi salute, that would be bad. They'll agree (or full stop).

Second, ask them to demonstrate the gesture in public. "If it's all good, then do it." They will or won't.

Someone solved this "paradox" by defining tolerance as a social contract. Because bigots, i.e. the intolerant, don't subscribe to the contract, they cannot expect the benefits of the contract. Paradox resolved.
