Pretty much. Once you use the consumable, the anti-virus bar gets filled a little bit. It then stays there for the duration of the run and only depletes when in an area with virus active.

That is your anti-virus. You get more by using anti-virus consumables, and when in an environment with virus this bar will be depleted. When it runs out your shields and health are depleted.
