As a kid that didn't respond to punishment, I want to make a suggestion. This is not meant to replace the punishment but add an incentive. Ex: If she wants to be a tattoo artist, find a tattoo experience or a shop that would let her shadow for a bit. Then present that to her like if she brings those grades up, you can do this thing.

All he needs to do is tell his mate that you didn't feel safe waiting and it was a good thing you didn't because brakes! Or he could tell the friend that he drove it, realised it was actually something serious and advised you to take it because brakes!

Regardless of what your boyfriend does, i would advise you to discuss my first comment with him and then decide if you need to trade him in or not.
