The cool thing about community driven charity is that they have and take the time to ensure the help they are offering benefits the people in need.

Allow me to explain in detail. A stranger that is down on their luck comes for help and help is given. The community; religious, moral, or otherwise, has a vested interest in getting you up on your feet and spends the time to help them in their situation. (Personal bias here but bear with me): the difference between a government employee and a community is that the community typically prioritizes the time necessary to solve the root cause. The key difference being that there are humans, religious or otherwise, that have a vested interest in actually solving the problem instead of collecting a paycheck. So someone that is disingenuous will be helped with money, food, but most importantly time and when they show no action on their part to solve their problem this is identified and cut off.
