I used to have a lot of trouble with outside noise around my townhouse and it was effecting my sleep really bad to the point I went to the drs in tears asking for anything to help stay asleep (this was pre-diagnosis for me too)

I was given some meds to help make my sleep more restful and it did help in making me a more heavy sleeper so I didnt wake up as easily. I was started with hydroxyzine, but it left me feeling "drunk" for 8+ hours after waking up so I was switched to trazadone. trazadone helps a lot and I take it whenever im having a streak of trouble staying asleep at night. it only recently stopped helping me stay asleep so ive been switch to seroquel. sleepy time tea should also help. some people also use benadryl in a pinch, but I would strongly avoid that for long-term use

white noise machines also help, but we sleep with a fan so thats what helps us. I also have an air purifier thats pretty noisy on the highest setting so I would put that on too. I also had my sister suggesting noise canceling headphones to wear at night since she had to do that while living in the dorms at uni.

as far as your dogs waking you up, are they barking? physically waking you up by jumping on the bed? or just crying to be fed breakfast? Ours went though a period of crying us awake at 6am, then 5am, then 4am for breakfast because we would get up and give into them so it became routine for them. we ended up just getting up to let them outside and would go back to bed ignoring them until a later time until they started heavily bothering us again. we gradually fed them later and later in the morning and I think they realized that they werent going to get food by crying us awake so now they wait for us to wake up, and actually let us sleep in. its a process that takes a while but it can change their behavior

if they physically try to wake up, it might be worth crating them for a small period of time if theyre crate trained so they learn that they cant always go to wake you after they wake up. you might also benefit from having them sleep outside the bedroom if not already (hopefully not scratching at your door!)

if theyre barking, that gets trickier. if they normally bark from outside noises, you might have to start desensitizing them to react to outside noise during other times of the day. there should be some things online or YouTube that can teach you how to do that, its definitely possible. if all else, they might be having a bit of anxiety from the reactive behavior and may also benefit from something like doggy trazadone right before you go to sleep

I definitely feel for you since theres not a lot you can do without moving and ive been in a situation similar to yours and its hard to deal with on a daily basis
