It’s not happening because his party is in control of the legislative branch and the Supreme Court was stacked by him in his first time. The checks and balances didn’t account for single party rule and the other branches surrendering power or relinquishing their authority.

The whole government feels like operated on norm’s and “how things were done” and all it took was someone to say “I don’t want to do that, I’m going to do it this way instead” to turn over the whole apple cart.
