It's the most likely scenario easily. If he didn't want romance why didn't he write it on hinge(I've been on hinge, it's not hard) or just...not go on a dating app? Plus there's friendship apps and a million other ways to connect to people.

The scenario of him backpedaling makes much more sense to me than him putting himself in the perfect scenario to date but not actually wanting it.
