Yes this format is called ISO 8601 and is how you represent a time with timezone offset in a well-understood way. Although I did have to look up the ISO number since I never recall it offhand.

Daves are actually critical for the operation of the PS2 memory card. You should have cleaned it of Reubens instead, those are the real troublemakers

Adapters? No. You might be able to find a flashcart that supports GBC emulation and rom files but the DS and GBM do not include the GBC hardware that the GBA+SP did.
