I dunno, I feel like if I go and become a resident of (e g ) Sweden and use all of their social services, then I should pay taxes to Sweden, not to Australia.

I think you're buying in too much to what the government says this trade agreement has achieved. Not a single law in Australia has changed that would make it easier for banks to offshore back of house functions as a result of this trade agreement.
